The purchase sets up an Azure subscription and a spending policy that lets each user spend up to 4,000 Copilot Credits a month on Cowork, Work IQ APIs and the GitHub Copilot harness. After buying, review that policy in the Microsoft 365 admin center under Copilot > Cost Management.
- Governance & adminFeature updateEvery tenant now routes app makers to their own developer environmentEnvironment routing for Copilot Managed Runtime, which hosts apps built in Copilot Studio and Cowork, is switched on in every tenant and can't be turned off. Each maker who builds an app gets a managed personal developer environment, even if your tenant setting blocks developer environments. To control it, limit app creation in the Microsoft 365 admin center under Apps, Set up app creation spaces.
- Copilot StudioFeature updateNew Copilot Studio agents always get a Microsoft Entra agent identityEvery new Copilot Studio agent now gets a Microsoft Entra Agent ID automatically, and the earlier opt-out has gone. Standard agents get theirs when they're created; GitHub Copilot harness agents get theirs when first published. Admins can see and govern these identities in the Microsoft Entra admin center, for example with Conditional Access. Older agents keep their app registrations until Microsoft migrates them.
