Power Apps enforces premium licensing strictly from February 2027
From February 2027, Power Apps enforces premium licensing where it was previously applied leniently: apps in managed environments, model-driven apps, and custom apps used outside a Dynamics 365 context. Users without an appropriate premium licence can't open those apps until one is assigned. Admins can find affected users with the licensing reports in the Power Platform admin center.

Good to know before you start
- The drill ends when you select Download report. In the real admin center the report then downloads as a file.
- The report lists, once each, the people who opened at least one app in a managed environment without a suitable licence in the month you pick, with the environments they work in and the apps they use. People who didn't open an app that month aren't on it.
- Someone you've just given a licence stays on the report until they next open an app, so check who already has a licence before you assign one.
- When someone asks for a licence from the notice in the app, the request reaches you under Actions > Recommendations in the Power Platform admin center, and under Billing > Licenses > Requests in the Microsoft 365 admin center.
