Copilot Studio's GitHub Copilot harness bills credits while you build

Agents and apps built on the GitHub Copilot harness use Copilot Credits for building, previewing and testing as well as running, and a Microsoft 365 Copilot licence doesn't cover them. App creation is on by default and gives each maker a developer environment that admins can't stop. Environments with no allocation draw on the tenant's shared credits by default, so set allocations and agent limits.
