Every tenant now routes app makers to their own developer environment

Environment routing for Copilot Managed Runtime, which hosts apps built in Copilot Studio and Cowork, is switched on in every tenant and can't be turned off. Each maker who builds an app gets a managed personal developer environment, even if your tenant setting blocks developer environments. To control it, limit app creation in the Microsoft 365 admin center under Apps, Set up app creation spaces.
